DOST and UP Launches ULyS3ES: University Laboratory for Small Satellites and Space Engineering Systems
Held last August 31, 2019, the inauguration of the University Laboratory for Small Satellites and Space Engineering Systems (ULyS3ES) was spearheaded by the STAMINA4Space Program at the University of the Philippines Diliman – Electrical and Electronics Engineering Institute (UP-EEEI).

This was made possible through the Development of Philippine Scientific Earth Observation Microsatellite (PHL-Microsat), which has been succeeded by the Space Technology and Applications Mastery, Innovation and Advancement (STAMINA4Space) Program. The ULyS3ES facility aims to be an academic hub for research and development, as well as leading the country’s innovation in space technology.
In the past, the PHL-Microsat Program has launched a cube satellite, Maya-1, and two microsatellites, Diwata-1 and Diwata-2.
Not only will the facility be used for academic research but will it also serve as a testing facility for the development of small satellites and the testing and implementation of satellite buses and payload systems.

The inauguration of the ULyS3ES facility follows the establishment of the Philippine Space Agency (PhilSA) under Republic Act 11363 where all space science and technology applications in the country will be centralized under one single agency. Under the law, PhilSA will be the main government agency to engage in activities and issues that are related to space science, space technology, and its applications. This includes the crafting and implementation of space policies, research, and any related development program.
It is hoped that the ULyS3ES facility does not only become a hub for university space research innovation and collaboration but also serve as a tool to communicate and bring together the public and space technology.
