As of today, the IRR has not been released by CHED, citing details that need to be ironed out, including whether or not it can cover all of the students in SUCs. CHED also wants to ensure that poor but deserving students are prioritized before trying to cover other students who attend SUCs.
CHED has also expressed concerns about how the policy will affect private colleges and universities who may lose students to SUCs because of free tuition. They have assured the public that the policy will be implemented this school year.
