Guide: Filing of the 2025 Annual Report for Foreign Nationals in the Philippines
The Bureau of Immigration (BI) of the Philippines requires all registered foreign nationals to submit an Annual Report (AR) within the first 60 days of each calendar year. For 2025, the reporting period will run from January 1 to March 1, 2025. This mandatory process applies to all foreign nationals holding valid Alien Certificate of Registration Identity Cards (ACR I-Cards), except individuals on temporary visitor and tourist visas.

Foreign nationals can fulfill this requirement through two methods: in-person reporting or the virtual annual report. For in-person reporting, individuals must first register online via the Annual Report Online Filing System and then visit their selected BI office to complete the process. Required documents include the original ACR I-Card or paper-based ACR, a valid passport, and the official receipt for the previous year’s annual report fee.
The physical Annual Report for the BI’s head office in Intramuros will be conducted only at the 4th Level Center Atrium, Robinsons Manila, and at the Government Service Express (GSE) Unit of SM Mall of Asia, from Mondays to Fridays, excluding holidays, between 9 a.m. – 6 p.m. They may also opt to file either at BOI SM Aura Satellite Office in BGC (Mondays to Fridays, 8:30 a.m. – 6:30 p.m.) or at BOI Makati Immigration Extension Office in Ayala Malls Circuit (Mondays to Fridays, 7 a.m. – 5:30 p.m.).
On the other hand, the virtual annual report is a convenient alternative for eligible foreign nationals who wish to register online or may not be able to personally visit a BI office with valid visas who are present in the Philippines during the reporting period. Please note that they have to pay additional Php 500 as express lane fee to avail this service. Registrants can use the bureau’s e-services portal to complete the process and pay fees online through Maya, GCash, Visa/MasterCard, or Landbank.
The AR filing fee is Php 310, which includes a Php 10 legal research fee. Late filings incur a Php 200 monthly penalty, which may increase with prolonged delays. Non-compliance may lead to administrative sanctions, fines, or even imprisonment. Foreign nationals are encouraged to file on time to avoid penalties and ensure compliance with immigration regulations.
Those EXEMPTED from PERSONAL APPEARANCE FILING are foreign nationals under the age of 14 years; those aged 60 and above; are mentally or physically incapacitated (provided a persons with disability (PWD) ID is presented); pregnant women; and persons with medical condition (provided a medical certificate is given by the attending physician or hospital).
Things to Remember
It is important to ensure passport validity during the reporting process. Individuals with expired passports must submit an Affidavit of Undertaking for a new passport. Native-born aliens without passports are required to provide an Affidavit of No Passport Issued Since Birth with a commitment to secure a passport. Non-compliance with the annual report requirement can result in administrative penalties, including fines, prosecution, or imprisonment.
For those planning to leave the Philippines, the annual report fee must be paid prior to obtaining an Emigration Clearance Certificate – B (ECC-B), in accordance with Section 22(a) of CA 613, as amended. To avoid penalties or travel disruptions, registered foreign nationals are encouraged to comply with this requirement on time.
