  • During the implementation of the enhanced community quarantine (ECQ) in Metro Manila, the operations of all modes of public transportation were temporarily halted to limit the movement of people in the efforts to slow down the spread of the virus. Now that Metro Manila has transitioned to a less stringent form of quarantine, the Department of Transportation (DOTr) has come up with “a partial, gradual, calculated, and in phases approach in providing mobility to commuters” to be carried out as public transportation resumes.

    According to the Land Transportation Franchising and Regulatory Board (LTFRB), there are two phases in the implementation of the said approach:

    • Phase 1 (June 1 to 21) – operations of rail lines, bus augmentation system, taxis, and Transport Network Vehicle Services (TNVS) have resumed; new rationalized city bus routes have opened, some local government units (LGUs) have allowed tricycles to operate
    • Phase 2 (June 22 onwards) – other modes of transport are gradually being allowed to operate, modern PUVs commenced operations

    With that, here is a list of modern PUJs and city bus routes traversing Metro Manila and other nearby areas that are now open for the public.

    Modern PUJs

    Modern public utility jeepneys (PUJs) or those units that have complied with the requirements set by the Omnibus Franchising Guidelines are now allowed to operate the following 24 routes with 10 more to be added on June 26:

    • Vito Cruz Taft Avenue-PITX Loop Service
    • Alabang Town Center (ATC)-Ayala Alabang Village
    • Filinvest City Loop
    • Nichols-Vito Cruz
    • Boni Robinson’s Complex-Kalentong/JRC vice versa
    • Boni Pinatubo – Stop and Shop, vice versa
    • Punta-Quiapo via Sta. Ana
    • Divisoria-Gasak via H. Lopez
    • EDSA Buendia-Mandaluyong City Hall via Jupiter, Rockwell
    • Cubao (Diamond) – Roces Super Palengke
    • Quezon Avenue – LRT 5th Avenue Station
    • Pandacan – Leon Guinto
    • Fort Bonifacio Gate 3 – Guadalupe-Market Market-ABC Loop Service
    • Bagumbayan Taguig – Pasig via San Joaquin
    • Novaliches – Malinta via Paso de Blas
    • Bagong Silang – SM Fairview
    • Malanday – Divisoria via M.H. del Pilar
    • Parang, Marikina – Cubao
    • Eastwood, Libis – Capitol Commons
    • Gasak – Recto via Dagat-dagatan
    • PITx – Lawton
    • Alabang – Zapote
    • PITX – Nichols

    As part of existing health protocols, modern PUJs have to make use of cashless modes of payment for fare and provide a disinfecting foot bath for passengers to use before boarding the vehicle. All passengers and drivers/operators must also wear face masks at all times and observe physical distancing inside the jeepney. Further, the passenger load must not exceed 50% of the jeepney’s sitting capacity (excluding the driver and conductor).

    Just like in modern PUJs, operators and drivers must strictly follow the protocols indicated in Memorandum Circular No. 2020-018 of LFTRB. These include wearing of face masks and gloves, disinfecting of units before and after every trip, installation of non-permeable and transparent barriers, and observing the correct passenger seating capacity.
