  • More changes are coming to the Number Coding Scheme for November as the Metro Manila Council (MMC), through the Metro Manila Development Authority (MMDA) and the Department of Transportation (DOTr), expands the coverage of the “no window hours” policy to include 18 more roads as well as extending the covered hours to 8:00 pm.

    Reports from the Manila Bulletin and Philippine Daily Inquirer say that the 17-member MMC, composed of the mayors of Metro Manila, unanimously approved the extension of the “no window hours” policy from 7:00 pm to 8:00 pm and the addition of all radial and circumferential roads after being presented with results from the dry-run of the new policy last week.

    Starting November 1, the Number Coding Scheme will be implemented in the following circumferential and radial roads from 7:00 am to 8:00 pm, in addition to EDSA, C5, Alabang-Zapote Road, Roxas Boulevard, and the cities of Mandaluyong, Makati, and Las Piñas:

    Circumferential Roads (C1 – C6)

    • Recto Avenue (C1)
    • President Quirino Avenue (C2)
    • Araneta Avenue (C3)
    • Carlos P. Garcia Avenue (C5)
    • Bulacan-Rizal-Cavite-Manila Regional Expressway (C-6)

    Radial Roads

    • Taft Avenue (R1)
    • South Luzon Expressway (R3)
    • Shaw Boulevard (R5)
    • Ortigas Avenue (R5)
    • Magsaysay Boulevard (R6)
    • Aurora Boulevard (R6)
    • Quezon Avenue (R7)
    • Commonwealth Avenue (R7)
    • Bonifacio Avenue (R8)
    • Rizal Avenue (R9)
    • Del Pan
    • Marcos Highway
    • MacArthur Highway

    This means motorists will be banned from these roads based on the last digit of their license plate: 1 and 2 on Mondays; 3 and 4 on Tuesdays; 5 and 6 on Wednesdays; 7 and 8 on Thursdays; and 9 and 0 on Fridays. Weekends and holidays are not covered by the Number Coding Scheme.

    Monday, October 17, saw the MMDA apprehending 58 motorists on EDSA and another 38 along C5. Violators were fined P300 each. The MMDA also received positive feedback during the policy’s trial run from October 12 – 14, with netizens seeing improved travel times especially along EDSA and C5.
