  • As we enter the 6th week of the enhanced community quarantine in Luzon, cases of COVID-19 have continued to rise in number, which led to the continuous reminder of the government to stay at home as an effort to control the further spread of the virus.

    Makati City during ECQ

    To help the public identify those who are allowed to go outside during the ECQ, the Inter-Agency Task Force–Joint Task Force Corona Virus Shield (IATF-JTF CVC) has released a full and simplified list of Authorized Persons Outside Residence (APOR) through the Philippine National Police (PNP).

    In summary, those who are working for or a part of organizations and businesses dealing with basic services, daily essentials, transport of essential goods, and utilities are labeled as APOR.

    Basic Services

    • Medical services
    • Security services
    • Funeral services
    • Emergency responders

    Daily Essentials

    • Banks
    • Money transfer services
    • Supermarkets/groceries/sari-sari stores
    • Public markets
    • Pharmacies/drugstores
    • Food chains/restaurants engaged in delivery and takeout

    Essential Goods

    • Cargo services
    • Logistics/warehouse
    • Delivery services
    • Supply and manufacturing establishments engaged in the production and distribution of basic necessities (food, hygiene products, medicines and vitamins, medical products, and pet food)

    Utilities

    • Telecommunications
    • Water companies
    • Sanitation
    • Energy companies

    Also included in the list are those who are part of the skeletal force of the Executive Branch of the government and media personalities (with IATF issued ID cards) among others.

    Moreover, private individuals (one per household) who will be availing the services of the aforementioned establishments in their respective localities are allowed to go out provided that they have their quarantine passes with them.

    As of writing, the ECQ is slated to end on April 30, 2020, at 11:59 p.m. The government is yet to release an announcement about whether it will extend further.
