  • The Bases Conversion and Development Authority (BCDA) and the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development (JOIN) have sealed a partnership with Singapore’s Surbana Jurong for the New Clark City project.

    The project, which is formerly called the Clark Green City, will stand in more than 9,000 hectares of land in the Clark Special Economic Zone in Tarlac. It is envisioned as the Philippines’ first smart, green, and disaster-resilient city and the next big metropolis.

    To realize this vision, BCDA and JOIN tapped an international major player in terms of urban development. Surbana Jurong is one of the largest firms in Asia that is focused on urban, industrial, and infrastructure consultancy.

    While the parties are reportedly still finalizing the terms, the Singaporean firm’s involvement in the project will include financial and business consultancy, preparation of detailed design standards and guidelines for New Clark City, refinement of the detailed urban and infrastructure design, and review of the development of the Public-Private Partnership framework for provision of utility services.
