  • TOPS Cebu: A Mountain Viewpoint for Dining, Scenic Views, and Leisure in Busay
  • Perched along Tops Road in Busay, Cebu City, TOPS Cebu continues to be one of the city’s most recognizable highland destinations, offering visitors a sweeping 360-degree view of Cebu City.

Formerly known as Tops Lookout, the landmark has grown from a classic mountain viewpoint into a more complete lifestyle destination with dining, leisure spaces, accommodations, and activities for families, friends, couples, and travelers looking for a scenic escape above the city.

At the heart of the destination is The Circle at TOPS, a five-storey lifestyle and dining complex that now houses Cebu’s latest restaurant and lifestyle options while keeping the landmark’s familiar charm. The space is designed for different kinds of visits, from romantic sunset dates and casual barkada outings to family celebrations and simple moments spent enjoying the cool mountain air.

Food is one of the main reasons to stay longer at TOPS Cebu. The destination offers indoor and alfresco dining with more than 20 local and international options, ranging from Filipino dishes, Chinese, and Thai cuisine to pizza, burgers, desserts, coffee, and drinks.

With its elevated setting, dining at TOPS comes with one of the best backdrops in Cebu—whether during the day, at sunset, or late at night when the city lights begin to glow.

The accommodation offers a rustic Cebuano feel with modern comforts, making it an option for travelers who want to wake up to the view and enjoy a slower highland getaway.
