They should now meet at the polling place no later than 5 a.m. on Election Day.<\/span><\/p>\n<p><span style=\"font-size: 12pt\">This also means that opening the vote counting machines should be opened no earlier than 5 a.m, \u201cand in the presence of poll watchers, if any.\u201d<\/span><\/p>\n<p><span style=\"font-size: 12pt\">This comes after the Supreme Court ordered the Comelec to issue voting receipts last March 17.
