Only those exempted from the ban are OFWs, Philippine passport holders, and\u00a0foreign spouses of Filipino citizens.<\/strong><\/em><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">President Rodrigo Duterte has recently placed the entire island of Luzon under <\/span><b>enhanced community quarantine<\/b><span style=\"font-weight: 400\"> effective <\/span><b>March 17 until April 12, 2020<\/b><span style=\"font-weight: 400\">, two days after the <a href=\"https:\/\/primer.com.ph\/blog\/2020\/03\/13\/inter-agency-task-force-releases-recommendations-for-the-management-of-covid-19\/\" target=\"_blank\" rel=\"noopener\">implementation of community quarantine<\/a> in Metro Manila.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">In an address to the nation last March 16, Duterte strongly reminded the public to stay at home and observe strict social distancing measures.<\/span><\/p>\n<p style=\"text-align: center\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-54285\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/03\/Duterte_PCOO_-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/03\/Duterte_PCOO_-1024x683.jpg 1024w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/03\/Duterte_PCOO_-300x200.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/03\/Duterte_PCOO_-768x512.jpg 768w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/03\/Duterte_PCOO_.jpg 1350w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><span style=\"font-size: 10pt\"><em>President Duterte&#8217;s address to the nation on March 16\/ IMAGE Presidential Communications Operations Office<\/em><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">With that, here are the salient points to remember during the enhanced community quarantine in Luzon.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Class Suspensions\u00a0<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">All classes and school activities at all levels in Luzon, including TESDA classes, are <strong>suspended until April 14, 2020<\/strong>. Classes are expected to resume on April 15.<\/span><\/p>\n<p><span style=\"font-size: 14pt\"><b>Mass gatherings are prohibited<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Mass gatherings, defined as <strong>planned or spontaneous events<\/strong>, are prohibited during the said period. This also includes\u00a0<strong>church services and other religious assemblies<\/strong> all over Luzon.<\/span><\/p>\n<p><span style=\"font-size: 14pt\"><b>Strict home quarantine<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">All households in Luzon shall observe strict home quarantine. The public is advised to follow the general rule to <strong>stay at home<\/strong> and limit unnecessary travels outside. Only <strong>one person\u00a0per household will be allowed to go out<\/strong>\u00a0to buy basic goods.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The presence of uniformed personnel will also be heightened to enforce such quarantine procedures.<\/span><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-47932\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/09\/makati.jpg\" alt=\"\" width=\"800\" height=\"534\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/09\/makati.jpg 800w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/09\/makati-300x200.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/09\/makati-768x513.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Open establishments<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Establishments that are allowed to open during the enhanced community quarantine are those providing basic necessities.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">This includes \u201c<strong>public markets\/supermarkets, groceries, convenience stores, hospitals, medical clinics, pharmacies, drug stores, food preparation and delivery services, water refilling stations, manufacturing and processing plans of basic food products and medicines, banks, money transfer services, power, energy, water, and telecommunications supplies and facilities<\/strong>.\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><i>Also read: <\/i><a href=\"https:\/\/primer.com.ph\/blog\/2020\/03\/16\/curfew-and-temporary-mall-closures-imposed-due-to-covid-19-threat\/\" target=\"_blank\" rel=\"noopener\"><i>Curfew and Temporary Mall Closures Imposed Due to COVID-19 Threat<\/i><\/a><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-53270\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/02\/PhilippinePrimer-Supermarkets-7.jpg\" alt=\"\" width=\"800\" height=\"534\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/02\/PhilippinePrimer-Supermarkets-7.jpg 800w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/02\/PhilippinePrimer-Supermarkets-7-300x200.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/02\/PhilippinePrimer-Supermarkets-7-768x513.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Malls such as Robinsons Malls, Megaworld Lifestyle Malls, Ayala Malls, and SM Supermalls around Metro Manila are temporarily closed starting March 16 until further notice except for supermarkets, banks, and pharmacies inside malls.\u00a0<\/span><span style=\"font-weight: 400\">Select restaurants, however, with take-out and delivery services will remain open to the public.<\/span><\/p>\n<p style=\"text-align: justify\">Hotels or similar establishments shall not be allowed to operate except those accomodating guests with an existing booking for foreigners, guests with existing long-term leases, and employees from exempted establishments under the provision. No new booking accommodations shall be permitted.<\/p>\n<p><span style=\"font-size: 14pt\"><b>Suspension of mass public transport<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">According to the advisory released by the Department of Transportation (DOTr), <strong>mass public transport facilities shall be suspended<\/strong> in line with the enhanced community quarantine and stringent social distancing measures in the entirety of Luzon.<\/span><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-51580\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/12\/edsa-traffic.jpg\" alt=\"\" width=\"800\" height=\"534\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/12\/edsa-traffic.jpg 800w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/12\/edsa-traffic-300x200.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2019\/12\/edsa-traffic-768x513.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The suspension of public transport facilities covers the following:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">MRT-3, LRT1, LRT-2, and PNR<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Public utility buses, jeepneys, taxis, Transport Network Vehicle Service such as Grab, FX, UV Express vans, Point to Point (P2P) Buses, and Motorcycle Taxis (Angkas, JoyRide, etc.)<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Due to this, residents in Luzon are only allowed to walk or use their private vehicles only when buying basic necessities in supermarkets, groceries, and convenience stores, given that only one person is allowed to go out of their homes.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Land, air, and sea travel are suspended<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">In DOTr\u2019s advisory, land, air, and sea travel of uniformed personnel for official business such as transporting medical supplies, laboratory specimens related to COVID-19, and other humanitarian assistance are allowed.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Further, the movement of cargos within, to, and from the entire Luzon shall also be unhampered.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Meanwhile,\u00a0<\/span>The Inter-agency Task Force for the Management of Emerging Infectious Diseases\u00a0announced in an\u00a0<a href=\"https:\/\/www.facebook.com\/130406490431829\/posts\/1644878495651280\" target=\"_blank\" rel=\"noopener\">advisory<\/a>\u00a0last March 18\u00a0that &#8220;<strong>OFWs, balikbayans, and foreign nationals leaving for abroad<\/strong> through any of the ports in Luzon shall be <strong>allowed to leave<\/strong> the Philippines at any time for the duration of the Enhanced Community Quarantine,&#8221;
