Plastic not only harms the environment but also the creatures that dwell in it\u2014including humans.<\/p>\n<p style=\"text-align: justify\">In the Philippines, while the efforts are still in progress, there are certain cities that ban the use of plastics and similar materials such as styrofoam to lessen the plastic waste that is consumed.<\/p>\n<p style=\"text-align: justify\">These cities have also set-up reasonable penalties to those who will violate the\u00a0<strong>City Ordinances<\/strong> that prohibit the usage of plastic and similar materials.<\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Muntinlupa<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Enacted in January 2010,<\/span><b> Muntinlupa City&#8217;s Ordinance No. 10-109<\/b><span style=\"font-weight: 400\"> prohibits the use of plastic bags on dry goods, regulates its use on wet goods, and prohibits the use of styrofoam\/styrophor in the city. <\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Business establishments are prohibited from utilizing plastic bags, styrofoam\/styrophor as packaging materials, and containers for dry goods and food products.<\/span><\/p>\n<p>https:\/\/www.facebook.com\/officialMuntinlupacity\/photos\/a.540454129376844\/2717091938379708\/?type=3&#038;theater<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Likewise, the selling of plastic bags is also prohibited. The use of plastic bags on wet goods will be regulated as opposed to prohibited.\u00a0\u00a0<\/span><span style=\"font-weight: 400\">Those who violate the ordinance will be subjected to the following penalties:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><b>First Offense<\/b><span style=\"font-weight: 400\"> &#8211; Php 500 fine<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Second Offense<\/b><span style=\"font-weight: 400\"> &#8211; Php 1,000 fine<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Third Offense<\/b><span style=\"font-weight: 400\"> &#8211; Php 2,500 fine AND\/OR imprisonment of not more than six months upon the discretion of the court and in the case of business establishment, cancellation of their license to operate for a period of one year.\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Pasig City<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><b>Pasig City Ordinance #9 Series of 2010<\/b><span style=\"font-weight: 400\"> began in July 2011. It bans the use of any form of plastic on dry goods and regulating its use on wet goods. This ordinance also bans the use of styrofoam and similar materials for food, produce, and other products.\u00a0<\/span><\/p>\n<p>https:\/\/www.facebook.com\/PasigPIO\/photos\/a.993926050766513\/1452327898259657\/?type=3&#038;theater<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The ordinance applies specifically to plastic bags\u2014including straws, and styrofoam food containers. However, it does not cover cutleries, plastic dining wares, and plastic kitchen wares utilized by fast-food restaurants to serve food and drinks.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Las Pi\u00f1as City\u00a0<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Las Pi\u00f1as City began its <\/span><b>ban on single-use plastic<\/b><span style=\"font-weight: 400\"> in January 2012 with <\/span><b>City Ordinance No. 1036-11<\/b><span style=\"font-weight: 400\">. The city ordinance bans the distribution of thin-film, single-use, carry out, plastic bags and polystyrene foam (styrofoam\/styrophor) by individuals and commercial establishments.<\/span><\/p>\n<p>https:\/\/www.facebook.com\/cityoflaspinasofficial\/photos\/a.314078858690797\/2437645159667479\/?type=3&#038;theater<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Should any establishment violate the ordinance, they will be subjected to the following penalties:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><b>First Offence<\/b><span style=\"font-weight: 400\"> &#8211; Php 1,000 fine<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Second Offence<\/b><span style=\"font-weight: 400\"> &#8211; Php 3,000 fine<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Third Offence<\/b><span style=\"font-weight: 400\"> &#8211; Php 5,000 fine and\/or imprisonment of not more than six months upon the discretion of the court and in the case of commercial establishment, cancellation of their license to operate for a period of one year.\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Pasay City<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">In September 2012, Pasay City implemented City <\/span><b>Ordinance No. 4647<\/b><span style=\"font-weight: 400\"> which bans the use of plastic bags. This ordinance also promotes use of recyclable paper carryout bags and reusable bags.<\/span><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-52439\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/CODIMG_5873-768x513.jpg\" alt=\"\" width=\"768\" height=\"513\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/CODIMG_5873-768x513.jpg 768w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/CODIMG_5873-768x513-300x200.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">City Ordinance No. 4647 further states that any store that \u201cany store that provides a recyclable paper carryout bag or reusable bag to customer must charge the customer reasonable amount for each recyclable paper carryout bag and reusable bag; Provided, that no rebate or reimbursement to a customer is allowed of any portion of the amount charged required hereof. Receipt of a customer must indicate the number of recyclable paper bags or reusable bags provided and the total amount charged for the bags.\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Further, stores that use compostable bags are mandated to submit to the City&#8217;s Solid Waste Management Office. These stores will be issued a certificate from the Department of Science and Technology or any authorized government agency attesting to the compostable bags.\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Violators of the ordinance will be apprehended and will be subject to the following penalties:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><b>First Offence<\/b><span style=\"font-weight: 400\"> &#8211; Warning<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Second Offence<\/b><span style=\"font-weight: 400\"> &#8211; Php 1,000 fine<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Third Offence<\/b><span style=\"font-weight: 400\"> &#8211; Php 3,000 fine<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Fourth Offence<\/b><span style=\"font-weight: 400\"> &#8211;\u00a0 closure or cancellation of the Mayors\/Business Permit\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Tampering with the certification or submitting a falsified document or passing off a counterfeit compostable bag as genuine will be subjected to the following penalties:\u00a0<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><b>First Offence<\/b><span style=\"font-weight: 400\"> &#8211; an administrative fine not exceeding Php 3,000<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Second Offence<\/b><span style=\"font-weight: 400\"> &#8211; an administrative fine not exceeding Php 5,000<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Makati City<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Makati City implemented its <\/span><b>Plastic Regulation Order<\/b><span style=\"font-weight: 400\"> in June 2013. According to the ordinance, establishments will be required to provide paper bags, cloth bags, basket\/woven bags or equivalent for free or for a fee. <\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Under the ordinance, business owners are also asked for plastic, Styrofoam, and other non-biodegradable products to the Plastic Monitoring Task Force.\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-52438\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/makati_2.jpg\" alt=\"\" width=\"800\" height=\"534\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/makati_2.jpg 800w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/makati_2-300x200.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/makati_2-768x513.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">There are, however, products that are exempted from the ban including plastic bottled products, plastic sachet products, and plastic bags used as a primary packaging on wet goods thickness of 15 microns above.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Quezon City<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Quezon City\u2019s ban on single-use plastic will begin in February 2020 following <\/span><b>Ordinance SP-2876<\/b><span style=\"font-weight: 400\"> that was signed by Mayor <\/span><b>Joy Belmonte<\/b><span style=\"font-weight: 400\"> last October 15, 2019. This ordinance bans the distribution and usage of single-use plastics in the city.\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52442\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/qc.jpg\" alt=\"\" width=\"800\" height=\"800\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/qc.jpg 960w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/qc-300x300.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/qc-768x768.jpg 768w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2020\/01\/qc-90x90.jpg 90w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Among the single-use and disposable materials not allowed for dine-in customers in the city\u2019s hotels and restaurants are plastic spoons, forks and knives, plastic\/paper cups, plates, straws, stirrers, and Styrofoam. <\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Further, hotels are also prohibited from using personal hygiene items such as bar and liquid soap, shampoo and conditioner, and etc., in sachets and single-use containers.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Upon violation of this policy, violators will be subject to the following penalties:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><b>First offense<\/b><span style=\"font-weight: 400\">\u00a0&#8211; a fine of Php 1,000<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Second offense<\/b><span style=\"font-weight: 400\">\u00a0&#8211; a fine of Php 3,000 plus revocation of environmental clearance and issuance of a cease and desist order by the business permits and Licensing Department<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Third offense<\/b><span style=\"font-weight: 400\">\u00a0&#8211; a fine of Php 5,000 and revocation of the business permit, and issuance of a closure order<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><i><span style=\"font-weight: 400\">Also read: <\/span><\/i><a href=\"https:\/\/primer.com.ph\/blog\/2019\/12\/24\/quezon-city-to-ban-single-use-plastics-in-2020\/\"><i><span style=\"font-weight: 400\">Quezon City to Ban Single-Use Plastics in 2020<\/span><\/i><\/a><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 14pt\"><b>Para\u00f1aque City<\/b><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Para\u00f1aque City recently approved of its ban on single-use plastic that will take effect in June 2020. <\/span><b>City Ordinance No.18-40 <\/b><span style=\"font-weight: 400\">bans the use of single-use plastic for all dry goods.
