The implementing rules and regulations (IRR) of Republic Act No. 10930<\/strong> has recently been signed and implemented by the Land Transportation Office (LTO). <\/span><\/p>\n

Under this, the validity period of driver\u2019s licenses will be extended and a new point system has been created to assess applicants for license renewal. What does this hold for drivers and motorists?<\/span><\/p>\n

According to\u00a0its general provisions, RA No. 10930 aims to “rationalize and strengthen the policy regarding driver\u2019s license by <\/span>extending the validity period of driver\u2019s licenses <\/b>and to <\/span>ensure that driver\u2019s licenses are issued only to deserving applicants <\/b>with sufficient driving skills and knowledge on road safety and proper road courtesy.”<\/span><\/p>\n

From three years, the validity of driver\u2019s licenses is now five years and 10 years upon renewal<\/strong>. Stricter rules for the issuance of driver\u2019s license are also under the provisions.<\/p>\n

Most importantly, the LTO has created a point system that will be used to “assess the fitness and eligibility of driver applicants for their desired license transactions.”\u00a0The point system can also be a tool to track down repeat offenders of traffic laws and ordinances. <\/span><\/p>\n

Drivers\u2019 offenses will be recorded in the LTO demerit point of registry upon commission.<\/span><\/p>\n

These are the three categories of violations and their corresponding demerit points:<\/span><\/p>\n

    \n
  1. Grave Violations – 5 demerit points<\/span><\/li>\n
  2. Less Grave Violations – 3 demerit points<\/span><\/li>\n
  3. Light Violations – 1 demerit point<\/span><\/li>\n<\/ol>\n

    Public utility\u00a0vehicle (PUV) drivers will get twice the demerit point in case of violation.<\/p>\n

    Accumulation of demerit points by drivers will be calculated from the date of the initial issuance or last renewal of his\/her driver’s license to the day immediately preceding the date of his\/her subsequent renewal. The total accumulated points will then ensue the following repercussions:<\/span><\/p>\n

      \n
    1. One or more demerit points <\/b>will <\/span>prohibit a driver from changing the classification of his\/her driver\u2019s license<\/b> for a certain period of time (maximum of one year).<\/span><\/li>\n
    2. At least<\/span> five demerit points<\/b> will require a driver to <\/span>complete a driver\u2019s reorientation course<\/b> to be conducted by LTO or an accredited service provider.<\/span><\/li>\n
    3. Drivers with<\/span> ten demerit points<\/b> aside from completing the driver\u2019s reorientation course shall also be required the<\/span> theoretical examination<\/b> before he\/she may be allowed to renew his\/her driver\u2019s license. Further, for<\/span> every ten accumulated demerit points or thrice repetition of a violation<\/b>, the driver must undergo a mandatory<\/span> driver\u2019s reorientation course<\/b> conducted by the LTO or an accredited service provider or a <\/span>training seminar<\/b> conducted by the PUV Drivers’ Academy of the LTFRB for PUV drivers.<\/span><\/li>\n
    4. Drivers with<\/span> 40 accumulated demerit points<\/b> will lead to the <\/span>revocation of his\/her driver\u2019s license<\/b>.<\/span><\/li>\n<\/ol>\n
