According to\u00a0Deputy Speaker Gwen Garcia, the removal of Alvarez had been briefly discussed.<\/p>\n<p style=\"text-align: left\">In 2012, Arroyo was put in hospital detention after a plunder case was filed against her. The case highlights the exploitation of the\u00a0Philippine Charity Sweepstakes Office&#8217;s funds in her term.<\/p>\n<p style=\"text-align: center\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-31761\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/afp-20180723-gloria-arroyo-congress_C12C7E896E144699982C72630EE26FD1.jpg\" alt=\"\" width=\"640\" height=\"407\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/afp-20180723-gloria-arroyo-congress_C12C7E896E144699982C72630EE26FD1.jpg 640w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/afp-20180723-gloria-arroyo-congress_C12C7E896E144699982C72630EE26FD1-300x191.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><br \/>\n<em><span style=\"font-size: 10pt\">Former Philippine president Gloria Arroyo gestures at the <\/span><span style=\"font-size: 10pt\">center<\/span><span style=\"font-size: 10pt\"> stage of the plenary hall as she attempts to grab the leadership at <\/span><span style=\"font-size: 10pt\">the<\/span><span style=\"font-size: 10pt\"> House of Representatives before Philippine President Rodrigo Duterte&#8217;s state of the nation address at Congress in Manila on July 23, 2018.<\/span><\/em><em><span style=\"font-size: 10pt\">\/PHOTO\u00a0NOEL CELIS AFP PHOTO<\/span><\/em><\/p>\n<h3 style=\"text-align: left\"><strong>War Against Drugs Is &#8216;Far From Over&#8217;<\/strong><\/h3>\n<p style=\"text-align: left\">The war on drugs, even after reaching the international news, is still &#8220;far from over.&#8221; In his speech, Duterte addressed his high regards for human lives.<\/p>\n<p style=\"text-align: left\">In 2017, reported cases of\u00a0drug-related fatalities grew in number after an estimated number of 4,000 drug-related operations were led by the police.<\/p>\n<p style=\"text-align: left\">&#8220;If you think that I can be dissuaded from continuing this fight because of [your] demonstrations, your protests, which I find, by the way, misdirected, then you got it all wrong<i>,&#8221; says Duterte.\u00a0<\/i><\/p>\n<h3 style=\"text-align: left\"><strong>On Corruption\u00a0<\/strong><\/h3>\n<p style=\"text-align: left\">To improve the services of\u00a0the government, Duterte stressed that corruption must end. &#8220;Corruption is like a leech that it bleeds the government of funds programmed for its infrastructure and other social development projects. It saps the morale or the morale of dedicated and honest government workers&#8221;.<\/p>\n<p style=\"text-align: left\">As of this writing, the President has already\u00a0fired 21 officials and signed seven resignation letters of people who allegedly misused the government&#8217;s funds.<\/p>\n<h3 style=\"text-align: left\"><strong>The Bangsamoro Organic Law\u00a0<\/strong><\/h3>\n<p style=\"text-align: left\">For the\u00a0<em>Bangsamoro Organic Law,\u00a0<\/em>Duterte makes his &#8220;solemn commitment of giving Muslims basic legal tools to chart their destiny\u00a0within the Constitutional framework of our country&#8221;.<\/p>\n<p style=\"text-align: left\">In his speech, the President said that the proposed law will be signed and ratified within 48 hours.<\/p>\n<p style=\"text-align: left\">In October 2012, a preliminary agreement between the Philippine government, and the\u00a0Moro Islamic Liberation Front\u00a0was signed in the Palace.<\/p>\n<p style=\"text-align: center\">\n<h3><strong>Telecommunication services should be &#8216;reliable, inexpensive and secure&#8217;<\/strong><\/h3>\n<p style=\"text-align: left\">In 2017, Duterte was firm in his desire to have a\u00a0third telecommunications firm. The President ordered the National Telecommunications Commission and the Department of Information and Communications Technology to have the third telco up and running by 2018.<\/p>\n<p style=\"text-align: left\">During a Palace briefing in the same year, Presidential Spokesperson Harry Roque said that the President is very serious about his demand and will automatically approve the issue within\u00a0seven days.<\/p>\n<p style=\"text-align: left\">&#8220;My administration remains firm in its resolve to ensure that the country\u2019s telecommunications services are reliable, inexpensive and secure. A draft Terms of Reference for the entry of a new, major industry player is at hand. The terms will be fair, reasonable and comprehensive. It will be inclusive so it will be open to all interested private parties, both foreign and local. The only condition is that the chosen entity must provide the best possible services at reasonably accessible prices,&#8221; he said.<\/p>\n<h3 style=\"text-align: left\"><strong>On\u00a0The Island of Boracay\u00a0<\/strong><\/h3>\n<p>In April 2018, Duterte approved the total closure of\u00a0Boracay starting April 26.<\/p>\n<p>The closure aims to preserve the island by cleaning up its sewers after Duterte called it a &#8220;cesspool&#8221;.<\/p>\n<p>The island\u2019s total shut down is a crucial move\u00a0on the country\u2019s economy since Boracay\u2019s revenue makes up at least 20 percent of the Philippines&#8217; tourism industry.<\/p>\n<p style=\"text-align: center\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-31804\" src=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/IMG_2873-wm-1.jpg\" alt=\"\" width=\"850\" height=\"638\" srcset=\"https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/IMG_2873-wm-1.jpg 850w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/IMG_2873-wm-1-290x218.jpg 290w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/IMG_2873-wm-1-300x225.jpg 300w, https:\/\/primer.com.ph\/blog\/wp-content\/uploads\/sites\/14\/2018\/07\/IMG_2873-wm-1-768x576.jpg 768w\" sizes=\"auto, (max-width: 850px) 100vw, 850px\" \/><\/p>\n<p>After months of waiting, Environment and Natural Resources\u00a0 Secretary Roy Cimatu stated that the island will officially reopen on October 26. In a hearing held on July 11, 2018, Cimatu said that the island is no longer a &#8220;cesspool&#8221; and can sustain a good number\u00a0of tourists if the rehabilitation is successful.<\/p>\n<p><em>Also read:\u00a0<a href=\"https:\/\/primer.com.ph\/blog\/2018\/02\/14\/duterte-gives-denr-6-months-to-fix-boracay\/\" target=\"_blank\" rel=\"noopener\">Duterte gives DENR 6 months to \u201cfix Boracay\u201d<\/a><\/em><\/p>\n<p>The President also said that he will restore Boracay, adding that the island has become a representation of his administration&#8217;s negligence.<\/p>\n<h3 style=\"text-align: left\"><b>Tax Reform for Acceleration and Inclusion (TRAIN law)\u00a0<\/b><\/h3>\n<p style=\"text-align: left\">The President\u00a0praised the Congress for\u00a0being able to pass the TRAIN law immediately.\u00a0 &#8220;I applaud Congress for the timely passage of the TRAIN law. You have made funds available to build better roads and bridges, and improve health and education, and strengthen our safety and security. Some have incorrectly blamed our efforts toward a fairer tax system for all the price increases in the past months, and some irresponsibly suggesting to stop TRAIN\u2019s implementation,&#8221; he said.<\/p>\n<p style=\"text-align: left\"><em>Also read:\u00a0<a href=\"https:\/\/primer.com.ph\/tips-guides\/2018\/01\/04\/train-package-one-a-need-to-know-guide-to-republic-act-10963\/\" target=\"_blank\" rel=\"noopener\">TRAIN Package One: A Need-To-Know Guide to Republic Act 10963<\/a><\/em><\/p>\n<p style=\"text-align: left\">The TRAIN law which was signed\u00a0 December 19, 2017, will raise the government&#8217;s funds allotted for the administration&#8217;s ambitious projects and infrastructures.<\/p>\n<h3 style=\"text-align: left\"><strong>The Federal Government<\/strong><\/h3>\n<p style=\"text-align: left\">President Duterte is confident that the Federal\u00a0constitution\u00a0will embody\u00a0the Filipino people&#8217;s ideals and aspirations.<\/p>\n<p style=\"text-align: left\">In a\u00a0<strong><b>federal government<\/b><\/strong>, the Philippines will be divided into various states that shall hold autonomy by having a government of their own, and shall only be in constitutional accordance with the central governing body during times when national defense or foreign policy is the main concern.<\/p>\n<p style=\"text-align: left\">See Primer&#8217;s write-up on Federalism\u00a0<a href=\"https:\/\/primer.com.ph\/blog\/2018\/07\/19\/the-two-faces-of-philippine-federalism\/\">here<\/a>.<\/p>\n<h3 style=\"text-align: left\"><strong>Protests During SONA 2018\u00a0<\/strong><\/h3>\n<p style=\"text-align: left\">As Duterte addressed the government&#8217;s actions and development, people who represent different organizations gathered to rally against him.
