    Number of cases

    The Department of Health (DOH) has reported 322 new cases of COVID-19 in the country, raising the total number to 2,633.

    One recovery and 11 additional mortalities were also recorded resulting in a total of 51 recoveries and 107 mortalities.

    Duterte issues stern warning to violators of enhanced community quarantine

    In an impromptu address to the nation last night, President Rodrigo Duterte warned the public that violation of ECQ measures can lead to arrests and even death.

    “I will not hesitate. My orders are to the police and military, also the barangay, that if there is trouble or the situation arises that people fight and your lives are on the line, shoot them dead,” he said.

    On the same day, residents of Sitio San Roque in Quezon City protested due to lack of aid from the government. They are mostly composed of low-income wage earners unable to go to work due to the quarantine.  The protesters were arrested by the Quezon City Police District for protesting without permit.

    Duterte, in the same address, also condemned acts of violence against medical workers and corruption among the distribution of donations.

    DILG bans barangay checkpoints along national and provincial roads

    Secretary Eduardo Año of the Department of Interior and Local Government (DILG) has issued an order that prohibits setting up of barangay checkpoints along national and provincial roads all over the country. This is to avoid the delay in the transport of essential goods and people amid the quarantine.

    Only checkpoints manned by the Philippine National Police (PNP) are to be allowed, and only PNP personnel are allowed to inspect cargo trucks.

    Wearing of face masks now mandatory in areas under ECQ

    According to Cabinet Secretary and Inter-Agency Task Force (IATF) spokesperson Carlo Nograles, residents of areas placed under enhanced community quarantine are now required to wear face masks whenever they need to go outside to purchase essential goods and supplies.

    This includes “earloop masks, indigenous, reusable or do-it-yourself masks, face shields, handkerchiefs, or such other protective equipment that can effectively lessen the transmission of COVID-19.”

    Further, local government units (LGUs) are tasked to issue necessary ordinances or orders on the mandatory use of face masks as well as the penalties for violators.

    DOH-6 confirms local transmission of COVID-19 in Bacolod City, Iloilo towns

    Through a press release, the Department of Health in Western Visayas has confirmed local transmissions of COVID-19 in the towns of Guimbal and Lambunao in Iloilo, and Bacolod City in Negros Occidental.

    “The increasing number of cases in the province, city or municipality of the region indicates that there’s already a local transmission in some areas,” the department stated.

    Local transmission as defined by the World Health Organization indicated that the source of infection is within the reporting location.

    With this, municipal/city-wide community quarantine is advised when there are at least two positive cases belonging to the different barangays in the said municipality or city as mandated by IATF Resolution No. 11 dated March 12, 2020.

    There are now 25 confirmed positive cases of COVID-19 in Western Visayas.

    Small businesses given 30-day payment extension for rent – IATF

    In a virtual press briefing, Cabinet Secretary Karlo Nograles said that rent for commercial spaces used for micro, small, and medium enterprises (MSMEs) will get a 30-day payment extension amid the month-long ECQ period.

    Guidelines are still being formulated by the Department of Trade and Industry.

    Before this, payment for loans and residential rents were also given a 30-day moratorium by the government.
