  • The Metropolitan Manila Development Authority (MMDA) will start the dry-run for the High-Occupancy Vehicle (HOV) policy starting tomorrow, August 15, 2018. The traffic-mitigating measure will begin full implementation on the 23rd of August with a fine of Php 1,000 for violators.

    MMDA Regulation No. 18-005, titled as the “Establishing the Expanded High Occupancy Vehicle Lanes in EDSA,” defines the minimum number of vehicle occupants that will be allowed in private vehicles that will use EDSA during weekday rush hours (7 am to 10 am and 6 pm to 9 pm).

    According to the regulation released by MMDA, an HOV is defined as “all public and private motor vehicles except motorcycles with at least two (2) occupants including the driver.” All northbound and southbound lanes of EDSA, from Balintawak, Quezon City to Magallanes, Makati, are considered HOV lanes under the regulation.

    Non-HOVs or drive-only vehicles will be prohibited along EDSA’s HOV lanes from 7 am to 10 am and from 6 pm until 9 pm on weekdays. However, motorists will still be able to cross intersections along EDSA.

    The implementation of the new regulation will go through a dry run starting August 15 to 22, 2018. The full implementation will be on August 23, 2018. Violators will be slapped with a fine of Php 1,000.
